Head of State is the title given to the leader of the Separatist Alliance and later the New Separatist Alliance. The position also allowed for collective rule, as both Grievous & Trench are the Head of States for the New Confederacy with Trench being the Second Head of State (2nd Head of State).

The Clone Wars[]
Count Dooku was the Head of State of the heroic Confederacy of Independent Systems.
Count Dooku was the Head of State of the heroic Confederacy of Independent Systems. The heroic Kaleesh cyborg General Grievous was the Supreme Commander of the Droid Armies and the secondary Head of State if Dooku died. The evil Legends Grievous was also a secondary leader if Dooku died but only briefly as the heroic Grievous still existed.
In 19 BBY, Dooku was killed onboard Legends Grievous's Invisible Hand by evil Jedi Anakin Skywalker placing the sinister Legends Grievous in charge of the CIS Armed Forces even though technically, it would be the heroic Grievous in charge. However, the evil Legends Grievous was killed by the evil Obi-Wan Kenobi during the Battle of Utapau leaving Viceroy Nute Gunray in control of the CIS before he was killed by Sith Lord Darth Vader on Mustafar.
The Last of the Droids[]
After the Clone Wars ended, the heroic-cyborg General Grievous was the official leader of the Confederacy of Independent Systems after learning that Count Dooku, Legends Grievous & Nute Gunray died. Grievous then became the leader of the New Confederacy of Independent Systems alongside his best friend Trench as they shared the heroic rule together with Trench being the 2nd Head of State.
